* Had a discussion on what is meant by Uniform heating.
Where should temperature be measure...geometric center?
ACTIONS ITEMS:
Biber - will define heat sink temperature and what is meant by uniform heating
Wirtz - will email a drawing of his "guarded" heat source test fixture.
Azar - will provide a drawing of the use of cartridge heats for test fixture.
Lee - will write notes for how to compensate for non-uniform heat source
* Comments were made that the complete test is specified
We will make sure that there is a reference test in the
notes for benchmarking purposes.

* Discussed different ways to measure the flow rate.
It seems that we will need to have various ways defined.
ACTION ITEMS:
Wirtz - will provide the team documentation of laminar flow element
Belady - will provide the team documentation for measuring flow with calibrated nozzles
Azar - will provide the team an over view of the various ways that his lab measures the flow rate.
* Had a discussion on Altitude compensation.
This will also be addressed in the notes.

4) Reviewed ASTM spec. Has a good format but we need to look at an ASME spec.

5) Next meeting was agreed to be on May 6th but will be change to May 13
(since I may be out of town) at the following time:

I. Past Decisions:
a) Need trial standard with by-in from heat sink
community
b) Heat sink base to ambient resistance will be reported.
c) Fully ducted test fixture with unform heat sources
- notes will address any deviation and adjustments
d) Test must be reproducible
e) Spec will have two parts - fully ducted and open duct
f) Dimensional data will be used.
II. Issues
a) the following items must be addressed.
- Need to define in detail the spacing between
the duct and the heat sink
- Heat losses have to be addressed with non
conductive ducting and guarded heaters.
Heat flux sensor may be option.
Recommend specific materials or define
thershold conductivities.
- Limit radiation by defining maximum temperature
rise.
- location of heat sink in flow direction
- Limit maximum pressure drop that can be
measured
b) Heat source size was discussed again
- If tested other than uniform heating
data must define pad size.
c) Velocity, volumetric flowrate or mass flow for
independent variable.
d) We need to classify and categorize what heat sinks
will be covered by standard.
e) Put together comprehensive list of heat sink vendors
f) Review ASME or other standards.
